Job Description - Insp./Pub. Ed. Asst. Chief

SUMMARY Provides assistance in overall administrative management of district operations, with direct management responsibility of the fire district inspection and prevention division as well as public education programs. Provides management in emergency and non-emergency situations. Serves as commander for significant fire, emergency medical, rescue, hazardous materials, and emergency management incidents. Indirectly supervises 4-6 employees and approximately 12-20 during emergency operations. Serves as a member of the district's management team in recommending, development, and administration of policies, procedures, and district budget.

ESSENTIAL DUTIES AND RESPONSIBILITIES Directly responsible for providing the district with comprehensive fire and building code inspection program, to include conducting field inspections, public education in relation to codes. Will serve as the response Chief on a bi-weekly basis.

Provides leadership and personnel management for district personnel. May assist with administrative functions of the department as assigned by the Chief.

Ensures understanding, compliance, and support with district policies and standard operating procedures for district personnel.

Serves as Incident Commander for significant fire, emergency medical, rescue, hazardous materials, and emergency management incidents.

Ensures continuity of company operations to ensure effective operation of the district resources.

Performs various administrative duties including completing evaluations, conducting scheduling, reviewing reports, and preparing memorandums and correspondence for the district.

Serves as a member of the district's management team regarding policies, standard operating guidelines, and budgetary issues.

Interacts with other districts, departments, cities, and committees.

Instructs and trains personnel in district operations, management changes, and new procedures.

Manage the allocation of resources including personnel, equipment, and apparatus for the continuing operation of the district.

Maintains skills in all operation areas of a lower rank within the district.

Manages one or more administrative areas in the operation of the district.

May assume duties of Chief during his absence and absence of the other Chief Officers, which may include coordinating operations during district-wide emergencies and disasters.

Performs all other duties as assigned. Skills in leadership, human behavior, written and oral communications, community relations, motivational techniques, management and incident command.

QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION and/or EXPERIENCE

Associates degree in Fire Science or equivalent education and experience. Six (6) years experience in a fire protection district or municipal fire department providing both fire protection and emergency medical services with three (3) years considerable supervisory and managerial experience. Minimum of two (2) years experience in fire prevention, annual business inspections and new construction inspections or equivalent. Ability to work with the School district and other agencies on a comprehensive public education program. Must have at least two years experience in Prevention activities with a thorough knowledge of the codes process.

CERTIFICATES, LICENSES, REGISTRATIONS

Missouri State EMT license.

Missouri Drivers License.

Certified Missouri Inspector I.

Certifies Missouri Instructor I

SKILLS KNOWLEDGE AND ABILITIES Skill in modern fire suppression and emergency medical service activities, rescue operations, hazardous materials, fire prevention and education, incident command, apparatus maintenance, leadership and management.

Skills in operation of modern fire and emergency medical service equipment and apparatus.

Knowledge of district standard operating guidelines, policies, conduct, record keeping, street locations, hydrant systems, water distribution systems, district city, and county codes, rules, regulations.

Ability to follow verbal and written orders, and conduct verbal and written communications, make immediate and informed decisions during emergency situations, and implement an incident command system for managing emergency incidents.

Ability to interact professionally with subordinates, superiors, public, and outside associates in a positive manner.

Ability to effectively lead, supervise, and train fire department personnel in emergency and non-emergency operations, accomplish the mission of the district.

Knowledge of management principles, leadership styles, and administrative procedures.

Knowledge of budgeting procedures and specification preparation for the purchase of apparatus equipment and supplies.

Ability to utilize and understand computers and modern business equipment associated with the operation of the district business office.

Ability to lift, carry, push, pull, climb, balance, stoop, kneel, crouch, crawl, reach, and handle in multitude of different situations both emergency and non-emergency.
